Overview

While the Working Group is not subject to the Ralph M. Brown Act, public participation is nonetheless an integral component of the NSMP. To ensure that all interested parties have the opportunity to receive information and provide input into the program at key junctures, and to meet the requirements of Provision D.15.e. of Order No. R8-2004-0021, the NSMP Working Group has developed the following public participation strategies:

Public Representation in the Working Group
The NSMP Working Group has created "participating member" positions for the environmental community. A "participating member" is involved in all discussions and decisions of the NSMP Working Group, with the exception of program funding. A "participating member" is not required to financially contribute to the NSMP Working Group or to the implementation of the Work Plan.

The Executive Officer, or designee, of the Santa Ana Regional Water Quality Control Board is also a "participating member" of the NSMP Working Group.

Public Participation at Working Group Meetings

NSMP Working Group meetings are open to the public. The meetings are divided into two sections, a work session and a public forum. During the work session, discussions will be limited to NSMP Working Group members and "participating members" only. During the public forum, any member of the public may provide comments and feedback to the NSMP Working Group and the "participating members."

Public Briefings - Newport Bay Watershed Management Committee
Regular public briefings (a minimum of once per quarter) on the progress and work products of the NSMP Working Group will be provided during meetings of the Newport Bay Watershed Management Committee. These meetings are open to the public and will provide an additional opportunity for public comments and feedback to the NSMP Working Group.

Public Briefings - Santa Ana Regional Water Quality Control Board
The NSMP Working Group will provide public briefings, as appropriate, at regular meetings of the Santa Ana Regional Water Quality Control Board to report on the progress being made in the Work Plan. These meetings are open to the public and will provide an additional opportunity for public comments and feedback to the NSMP Working Group.

Public Access to Work Products and Relevant Information
The NSMP Working Group has created this project website devoted to the NSMP. All final work products and relevant project information will be posted on the website. Additional information, such as NSMP Working Group meetings/dates/times, public briefings, etc. will also be posted.
